PTOL NIGERIA OPERATING PROCEDURES

Discharge Operations Procedure

HOW IT WORKS

From vessel declaration to final settlement

The following procedure describes the coordination of vessel documentation, berth allocation, cargo operations, reporting and billing at PTOL.

VESSEL OPERATIONS

Discharge process

  1. 01

Vessel Agent Declaration at NPA Berthing Meeting

Vessel agents attend the berthing meeting organised by the Nigerian Ports Authority (NPA), declare the vessel’s arrival details and promptly communicate any subsequent updates.

  2. 02

Submission of Vessel Cargo Manifest to PTOL

Vessel agents submit the complete cargo manifest to PTOL within the required timeframe and format. The manifest should include relevant cargo or container details and indicate whether delivery will be direct or indirect.

  3. 03

Invoice Generation & Provisional Bill Payment

PTOL generates the applicable terminal charges and provisional bill based on the vessel and cargo information provided. The vessel agent is required to make the provisional payment before commencement of operations.

  4. 04

    Berth Allocation

PTOL Vessel Planners allocate a berth based on availability and operational requirements. The vessel agent is notified of the assigned berth and provided with the necessary berthing information.

  5. 05

Steaming Letter from PTOL to NPA

Following completion of the required documentation, provisional payment and berth allocation, PTOL sends a steaming letter to the NPA containing the relevant vessel and berth details for pilotage and berthing arrangements.

  6. 06

    Vessel Berthing

Following the necessary NPA approval and pilotage arrangements, the vessel proceeds to the assigned berth. All applicable safety and operational procedures are observed during the berthing process.

  7. 07

    Vessel Boarding Formalities

After berthing, the vessel’s master, agents and representatives complete the required boarding formalities with the relevant authorities. Required documents, including the vessel manifest and crew list, are presented for verification.

  8. 08

    Stevedoring Operations

Stevedores carry out cargo-handling activities, including lashing, unlashing, loading and discharge, in accordance with applicable safety and operational procedures.

  9. 09

    Tally Operations

Tally clerks monitor cargo discharge and record details of cargo handled. Daily discharge reports are prepared and submitted to the Vessel Planners.

  10. 10

    Vessel Planning & Monitoring

Vessel Planners upload daily tally reports into the operational system, monitor cargo-handling activities and coordinate vessel operations and scheduling.

  11. 11

    Sailing Letter

Upon completion of vessel operations, PTOL Vessel Planners send a sailing letter to the NPA containing the relevant vessel details and proposed sailing information for pilotage and departure arrangements.

  12. 12

    Terminal Delivery Report (TDR)

After the vessel sails, the Vessel Planners prepare the Terminal Delivery Report (TDR), detailing the services provided and cargo quantities handled. The report is forwarded for billing, final invoicing and settlement by the vessel agent.
